This fires the command 'tool.apply' - now you could even type 'tool.apply' into the command field after hitting 'b' if you wanted to use the last used values. This 'command system' is how modo works. A better way would be to map 'tool.apply' to a keyboard shortcut or pie menu. You can do this easily by looking in the history tab after doing the right-click apply tool and locating 'tool.apply' in the history list. Right-click on this and select 'map to key' if you want to. Maybe a modifier+MM mouse would be a good idea.
By right-clicking and selecting 'activate tool' you will clear out the previously used vaules back to 0,0. This will also happen when you click in the viewport (this activating the tool). You could also set the tool to auto-activate if you want (right-click in the toolpipe and check auto-activate). This will clear out the old settings and bring up the widgets without having to click-first. This mode is generaly used for things like the move tool.
If you want a bunch of bevels in a row w/ the same values just middle click a bunch of times after doing the first bevel (middle repeats the command, shift-click resets while keeping the tool active)
